The Eighth Amendment to the Constitution of the United States specifies:
Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.
Larry Krasner, the George Soros-sponsored, police hating defense lawyer who is currently serving as Philadelphia’s District Attorney says, in his brief Twitter bio, that he “fights for equal justice for the great people of Philadelphia. A fair and effective criminal justice system makes us safer.” Remember that: Mr Krasner is telling us that he seeks fairness.
Philadelphia police have charged a Frankford man in the viral Center City motorcyclist assault
The Philadelphia District Attorney’s Office announced Wednesday afternoon they had charged Cody Monroe Heron with aggravated assault and possession of an instrument of crime.

Philadelphia authorities say a 26-year-old man who stomped on and shattered the windshield of a woman’s car while her two children were in the back seat in a now-viral Center City assault has been charged with aggravated assault after he was arrested Tuesday night.
Police have charged Cody Monroe Heron, of the 4500 block of East Stiles Street in Frankford, for destroying the back windshield of a car being driven by a woman making deliveries for Uber Eats, with her girlfriend and their two children in tow, near City Hall on Sunday night. He also allegedly pointed a handgun at her and headbutted her with his motorcycle helmet.
Let’s look at East Stiles Street. Google Maps went down the street taking photos just 15 months ago, and the street looks like a mostly working class neighborhood in the Frankford section of Philly. According to the real estate site Zillow, 4526 East Stiles Street sold for $165,000 on September 15th of this year, while 4558 East Stiles sold for $195,000 on July 22, 2022. The Zillow photos show that the latter house had been updated, as in the kind od work a flipper would do, while the former house had not.
While the police are not reporting in exactly which house Mr Heron lived, there’s nothing out of the ordinary showing on East Stiles Street.
With what is Mr Heron charged? As reported by Fox29’s Steve Keeley, the most serious of the charges are three counts of aggravated assault under Pennsylvania Title 18 §2702. No one was actually injured, but under section (a)(9),
attempts to cause or intentionally, knowingly or recklessly causes serious bodily injury to a child less than 13 years of age, by a person 18 years of age or older.
could be classified as a first degree felony under section (b). Sentencing guidelines would normally be between ten and twenty years in the state penitentiary, along with a fine of up to $25,000.
As Mr Keeley reported, District Attorney Krasner is requesting that bail for Mr Heron be set at $5,000,000!
Mr Heron is certainly no saint, and the crimes with which he has been charged were caught on tape. He went bonkers at the driver of a car, jumped on the trunk of the car, kicked in the rear windscreen, while there were children in the back seat, then jumped off, losing his handgun in the process. He retrieved his weapon, and confronted the driver, who jumped out to confront her, including head-butting while he was wearing a motorcycle helmet, and pointing his firearm at her face. He did not, however, discharge his weapon, nor actually injure anyone.
$5,000,000! Unless Mr Heron has parents who are filthy rich, something not reported by the media, bail set that high is a clear attempt to not allow Mr Heron to make bail, but to keep him locked up until he goes to trial. Yet, under the law, he is not guilty of anything. It has been reported that he has a clean previous criminal record, and had a concealed carry permit for his firearm.
Of course, it’s more probably just grandstanding by Mr Krasner.
Remember Mr Krasner’s statement that he “fights for equal justice for the great people of Philadelphia. A fair and effective criminal justice system makes us safer.” When referring to the rioters and looters arrested in the wake of the riots in Philly? The District Attorney said:
We will look carefully to see if this is a one-off situation and if they’re fundamentally law-abiding people.
Mr Heron has no prior criminal record, and he has a concealed carry license for his handgun. Prior to the road-rage incident, wasn’t he one of the “fundamentally law-abiding people”?
The $5 mil bail request for Mr Heron is an attempt to keep him from making bail, to keep him locked up prior to trial. The rioters and looters have all been released, most on their own recognizance. At least a few of the looters had prior criminal records.
If Mr Heron is the person in the video, he deserves to be convicted and spend quality time in the penitentiary. But right now, he’s innocent until proven guilty, and should be treated equally under the law.
