Rachel, aged 37, was reportedly murdered by Victor Antonio Martinez-Hernandez, a 23-year-old undocumented immigrant from El Salvador, during an evening jog on the Ma & Pa Trail in Bel Air, Maryland.

According to Randolph Rice, the spokesperson for the Morin family, there has been a stark lack of engagement from President Biden, Vice President Kamala Harris, and the administration overall, which has deeply disappointed the family. “It has been 75 days since the arrest of Martinez-Hernandez, who has illegally crossed into the U.S. multiple times, yet there has been no acknowledgment from the White House,” Rice stated.

Additionally, Maryland Governor Wes Moore and former Governor Larry Hogan have reached out to the family, with Hogan and Maryland Lt. Governor Aruna Miller attending the one-year memorial walk to honor Rachel’s memory.

The Morin family is also highlighting the broader implications of what they see as lenient border policies under the current administration, urging for a reassessment of these policies that they believe have directly impacted their lives and safety. “The human toll of these policies is too great to ignore,” Rice added.

This tragic case gained additional context as it was revealed that Martinez-Hernandez had previously been linked to another violent crime through DNA evidence in March 2023, involving a home invasion in Los Angeles. Furthermore, he is wanted for murder in El Salvador. His apprehension in June in Tulsa, Oklahoma, has led to charges of first-degree murder, rape, and kidnapping.
