Most states are legislating to cease traffic ticket quotas. The ticket-quota issue came about due to a few communities who took advantage by ordering their police department to write more tickets as a method for increasing their general fund – not kosher.
It’s virtually impossible for any driver to operate a motor vehicle on a public street without violating a traffic law. In other words, there are so many laws on the books; all a cop has to do is watch a vehicle for a short time and…bingo. These numerous laws are not only for the purpose of safety, which includes giving LEOs a reason to stop and check out the ID of the driver and/or occupants, but also for officer efficiency evaluation.
When stopped by the cops for a traffic violation you are, for all intents, having your trial right there on the street. Yeah, I know there are lots of people who took their case to court and got off. Getting off due to technicalities or extenuating circumstances that result in the fine suspended is not the same as a not-guilty ruling – meaning the officer lied thus opens up civil and/or criminal liability issues for him and his employer.
