Independent Investigators to the Rescue in Minnesota; Signal groups insurrection conspiracy, massive welfare fraud, foreign donors, and more!

The legacy media have been doing their damnedest to cover up the massive fraud that has been discovered in Minnesota, as well spin away the insurrectionist street riots as “protected free speech.” Meanwhile, intrepid independent investigators and analysts have done yeoman’s work in uncovering the criminal conspiracy that underlies the fraud and violent riots, including linking them together via dark money funders operating behind the scenes.

I have been working through a series of articles that are examining the theory that the Democrat Party is a criminal enterprise and have been using Minnesota as a microcosm of what they have constructed to perpetrate their criminality. At this point, I am going to interrupt the series and cover a hot topic – the independent investigators that are blowing the lid off in Minnesota. The revelations are simply not being covered at all by the legacy media. The next article will return to the series with a focus on cash remittances and Minnesota AG Keith Ellison.

INDEPENDENT INVESTIGATORS UNCOVER THE MINNESOTA FRAUD

We all owe the independent investigators who put “Minnesota fraud” into the national conscience a big debt of gratitude, much to the chagrin of the Democrat Party and their lackies in the legacy media who have been furiously trying to hide the fraud by substituting violent insurrectionist riots against ICE personnel doing their jobs in Minnesota.

Three independent investigators/YouTubers/podcasters broke the sensational Minnesota fraud stories with shocking videos that have been viewed by millions around the world.

Nick Shirley: The primary on-the-ground investigator, Shirley gained fame with a December 2025 viral YouTube video (over 100 million views on X) exposing empty Somali-run daycares. His follow-up January 2026 video (51 minutes) focuses on transportation, alleging $16 million+ in new fraud. With collaborator David Hoch (an insider whistleblower), Shirley visited 16+ NEMT sites, documenting absences of operations. He’s testified before Congress and claims the scams span “all welfare programs,” estimating $110 million exposed personally. His work has prompted federal probes and program halts.

David Wheaton: As host of The Christian Worldview, Wheaton has provided a platform for discussing these frauds, interviewing experts like journalist Liz Collin. In January 2026 broadcasts, he confirmed details from Shirley’s investigations, including inspecting ~70 NEMT companies and declaring them non-existent. Wheaton frames the issues as a “toxic stew” of leftism and Islamic immigration, linking fraud to non-assimilation and entitlement. He has been described as Shirley’s “right-hand man” in some reports, amplifying the exposés to his audience and tying them to national concerns like taxpayer abuse and security risks, including election security/fraud.

CAM HIGBY EXPOSES THE MINNESOTA INSURRECTION CONSPIRACY

Cam Higby is a conservative independent journalist and on-the-ground reporter (refer to @camhigby on X/Twitter) who infiltrated multiple encrypted Signal chat groups used by anti-ICE activists and protesters/rioters in Minneapolis, MN, amid heightened federal immigration enforcement operations and related violence (including fatal shootings of individuals like Renee Nicole Good and Alex Pretti during encounters with federal agents and property damage).

His exposures, primarily shared via threads on X (starting around 24-25 January), portray these Signal groups as a highly organized network coordinating efforts to track, impede, obstruct, and potentially dox or harass federal agents. The evidence is convincing, as he has posted screen grabs of individuals who are worried about being held legally liable for their actions. Key elements he has highlighted include:

Organizational Structure and Tactics. Higby has identified:

  • Geographic and daily setup: Separate Signal groups for different zones/areas of Minneapolis (e.g., “Southside RR Daily”) and suburbs. New chats are created each day (often dated) and deleted at the end of the day to avoid detection and record-keeping.
  • Roles and emojis: Participants use specific emojis next to names to indicate shifts/roles (e.g., dispatchers, mobile patrols, plate checkers, observers, rapid response teams). Dispatchers broadcast locations of spotted ICE vehicles, call for “backup,” and provide guidance on impeding agents.
  • Tracking methods: Members spot and share license plates of suspected federal vehicles, run them through databases to confirm/identify agents, chase vehicles, block access, and coordinate real-time disruptions. Higby described this as a “dispatch” system running “maxed out calls all day” to direct protesters.
  • Scale: Groups reportedly reach Signal’s 1,000-member cap quickly; some had hundreds of participants, with totals across networks in the thousands. After his initial posts, he noted groups were “nuked” (deleted) but relaunched at reduced strength (~half), with handbooks/guides on rejoining procedures.
  • Additional features: He exposed the use of training manuals, webinars, handbooks, and bases (e.g., University of Minnesota as a hub for patrols/rapid response), which signifies that the protests are NOT organic in nature but have been organized and funded by out-of-state interests. In fact, some observers have estimated that as many as 60% of the protestors themselves have have come from other states.

Alleged Involvement of Officials and Affiliates. Higby and subsequent reports (from sources like Blaze Media, ZeroHedge, and others) have noted that some participants include or are linked to:

  • Minnesota state government employees, officials, or affiliates (e.g., as dispatchers and coordinators).
  • Campaign advisers to Governor Tim Walz (e.g., campaign strategist Amanda Koehler identified as a potential “Minnesota Signal group leader” or organizer).
  • Lieutenant Governor Peggy Flanagan (involved as a sysadmin and coordination; she reportedly deleted social media amid the scrutiny!).
  • Other figures like Anita Smithson (a state senate candidate) and various activists/local residents.

These connections suggest coordination between protesters and elements of the state/Democrat Farm Labor political establishment, which have been properly framed by critics as enabling “organized obstruction,” “insurrectionist activities,” or even a “shadow police force” against federal law enforcement.

Impact and Fallout. The impact of Higby’s discoveries is still unfolding. Below is a starter list to date:

  • Higby’s posts prompted an FBI investigation (confirmed by Director Kash Patel, who credited Higby’s reporting as triggering probes into potential federal statute violations, coordinated obstruction, or threats to agents).
  • Reports link this to a broader context, including a surge in assaults/threats against ICE (blamed partly on DFL rhetoric amplified by thee Star Tribune and other Democrat media in the state), protests turning violent, and calls for probes into officials (e.g., subpoenas to Walz’s office, AG Keith Ellison, and Minneapolis Mayor Jacob Frey).

DATA REPUBLICAN TURNS HER BIG GUNS ON MINNESOTA

Data Republican (@DataRepublican) is an X-based data analyst and tool builder known for exposing political networks and her amazing work with DOGE last year. An article in the New York Post last May provides some great background:

Jennica Pounds has become perhaps the most prominent personality — after its leader — behind an organization to which she has no direct or official ties: Elon Musk’s Department of Government Efficiency.

Pounds has been deaf since contracting spinal meningitis at age 2. She is on the autism spectrum and has expressive dysphasia, a neurological condition characterized by difficulty in producing language while comprehension remains intact. In an interview with The Post, she uses text-to-speech software to communicate in a robotic voice.

By Pounds’ estimation, what she calls an “Ouroboros of Interest,” an “infinite money hack,” is “the reason why our deficit spending is so out of control,” and it got a foothold under President Ronald Reagan with US-led initiatives to combat communism globally.

Instead of dissolving after the Soviet Union’s collapse, many of those organizations expanded their power and influence, acting as a revolving door for former congresspeople and Fortune 500 CEOs to siphon taxpayer money in the name of US foreign-policy interests while producing little of value in return, she says.

She points to one such NGO, the States United Democracy Center, with millions in the bank to lobby for foreign aid — but, she says, appears to have done nothing with the cash other than produce a Muppet video to “promote democracy.”

That’s part of an endemic pattern — “These groups almost always have the words ‘Security’ or ‘Democracy’ in their names,” Pounds says — of nonprofits sitting on taxpayer war chests and doing little but host the occasional conference or YouTube seminar that struggles to get 100 views online.

Prime examples include the US Global Leadership Coalition, today a supergroup of the largest nongovernmental organizations funded by taxpayer money through USAID, and the National Endowment for Democracy, made up of the International Republican Institute and the National Democratic Institute.

The woman is brilliant! Lately, she has focused much of her data analysis on Minnesota’s well-organized anti-ICE riots that are tied to massive welfare fraud, NGO grift, and DFL involvement and has been tying it all together. She has shared the fruits of her analysis via threads and posts on X/Twitter from late December 2025 through the present. Her analysis builds on Cam Higby’s Signal chat infiltrations by analyzing participants, funding, and systemic corruption.

Below is a summary categorized by key themes, drawing from their posts and related reporting.

Signal Chat Groups. Data Republican (Pound) has worked to identify and “nuke” (expose and disrupt) participants in the encrypted Signal groups used for anti-ICE coordination in Minneapolis. These groups, involved thousands of participants and organized the tracking, obstruction, and harassment of federal agents. She:

  • Developed entity resolution tools to match names from leaks to public figures, e.g., linking “Abigail Conley” (likely a pseudonym or error) to Angela Conley, a DFL-aligned Hennepin County Commissioner in Minneapolis known for anti-ICE statements (e.g., calling raids an “occupation”).
  • Collaborated with Higby, noting chats were deleted but regrouping; they’re building profiles to prevent reformation.
  • Exposed the full donor list to these groups, revealing contributors funding the operations (described as “nuking” every single donor). Refer to her X post here for all the details, as she has brought the receipts!

NGOs. A core focus is how NGOs perpetuate fraud and orchestrate protests for financial gain, using vulnerable populations as “useful idiots.” She:

  • Accused NGOs like “States at the Core” of training recruits (disabled, mentally ill, elderly) in escalation tactics (doxxing, vehicle blocking, harassment) to obstruct ICE, leading to violence and deaths that justify riots—all to protect funding streams.
  • Linked NGOs to Somalian fraud pipelines for money laundering: Immigrants send remittances abroad, funneled through foreign NGOs that donate to ActBlue (Democratic fundraising), which kicks back to U.S. NGOs/501(c)(3)s paying protesters under the table.
  • Highlighted NGO failures, e.g., food insecurity rates in Minneapolis remaining stagnant (12-12.5%) under NGO oversight, calling it “perpetuating fraud.”
  • Noted “legal observers” (often present at protests) are NGO-recruited and radicalized, with training materials promoting confrontation.
  • Claimed many NGOs are State Department/USAID beneficiaries, using taxpayer funds for anti-ICE activities. This relates back to her groundbreaking work with DOGE last year.

DFL Officials/Staff. Pound portrays DFL leaders as complicit in protecting fraud to maintain power, votes, and grift. She:

  • Directly accused Gov. Tim Walz of instigating riots (not genuine like George Floyd protests) to shield personal corruption, CCP-tied groups, and illegal immigration schemes; called for his imprisonment and repentance.
  • Linked officials to anti-ICE activism, e.g., Angela Conley (as above) and implied staff ties via donor exposures.
  • Described protests as defending “UBI for one side”, with officials enabling it. This means a one-sided, de facto universal basic income system in Minnesota that primarily benefits certain immigrant communities (especially Somalis) through widespread welfare benefits, government aid programs, and systemic fraud while ordinary taxpayers (the “other side”) fund it without equivalent access or benefits.
  • Noted many DFL connections in money cycles, where ActBlue funds flow to politicians and NGOs via smurfing transactions. Smurfing (also called structuring) is a technique used to launder illicit funds by breaking large sums of illegally obtained money into many smaller transactions. This avoids triggering mandatory reporting requirements (e.g., in the US, banks must file a Currency Transaction Report for cash transactions over $10,000 under the Bank Secrecy Act). Criminal Democrats recruit or use multiple people (called “smurfs”) to make numerous small campaign donations, withdrawals, transfers, or purchases (often just under the reporting threshold, like $9,000–$9,999 each). These are spread across different accounts (people) to avoid triggering FEC investigations. In addition, smurfing is used to provide financial support to Democrat-affiliated NGOs and protest organizations.

Minnesota Fraud. Her analytical exposures center on systemic grift, especially involving Somalis and immigrants, as “the tip of the iceberg.” She:

  • Detailed a money laundering cycle: Taxpayer aid/remittances to foreign NGOs to ActBlue to DFL politicians/NGOs to paid protesters.
  • Investigated Hawala (informal transfers) via a Minnesota-chartered community bank, potentially the last U.S. bank facilitating it amid fraud.
  • Highlighted welfare fraud cases, e.g., a Highland Home Health provider under prosecution.
  • Claimed fraud rings “confessed” operations in public docs, and that NGOs ignore Somalian fraud because it funds them.
  • Confirmed shocking cross-verified findings with other independent investigators, extending beyond Minnesota. Pound and her collaborators extrapolated the “MN Fraud Model” (e.g., taxpayer-funded NGOs creating disregarded LLCs for tax-free profit funnels, remittance-based money laundering via ActBlue, and unverified welfare disbursements) to other states, estimating $18 billion in “at-risk” funds across the top five blue states based on similar unverified rates from Minnesota audits.

Riots/Protests. Based on her detailed data analysis of individuals, NGOs, and networks, Pound views anti-ICE actions as manufactured riots to defend the above systems, not organic resistance. This theory has been borne out by Higby’s penetration of the Signal groups described above. She:

  • Analyzed videos of incidents, e.g., a shooting where the victim (called an “observer”) allegedly held a weapon and dragged others, framing it as NGO-induced escalation.
  • Accused Walz of pushing civil war by inciting violence against ICE to protect fraud/votes. His lieutenant governor and top campaign strategist, after all, were system administrators in several of the Signal groups that were coordinating the riots.
  • Tied paid protesters to ActBlue/NGO funding, with “professional” agitators spotted at 100+ events.

CONCLUDING THOUGHTS

The independent investigators named in this article are a mere sampling of those who are doing what the legacy media (think 60 Minutes!), the FBI, state auditors, and other agencies have failed to do. Except for these people, the phrase “investigative journalist” has become an oxymoron.

These folks are blowing the lid off the criminal Democrat eco-system that will lead to the demise of the Democrat Party.
