I once had a great Army boss who taught me something that took years to fully appreciate:
General officers don’t really run the Army. Lawyers and comptrollers do.
The general can have the greatest operational idea since Patton.
Then the lawyer says, You don’t have the authority.
Or the comptroller says, You don’t have the money.
Briefing over.
That’s funny until you realize nations work pretty much the same way.
For years we were taught DIME as the instruments of national power: Diplomatic, Informational, Military and Economic. The framework grew out of Cold War-era thinking about the different ways nations exert power, although the underlying idea goes back much further. Even E. H. Carr wrote in 1939 about military power, economic power and power over opinion—and warned that they were ultimately inseparable.
Later strategists began adding other tools. One version became DIME-FIL, adding Financial, Intelligence and Law Enforcement.
Today. I’m interested in one letter:
F. Financial.
Because if Part II was about watching when people begin voting with their feet, Part III is about watching something that can move considerably faster.
Money.
Suppose our entirely speculative economic crisis begins.
Maybe another European war explodes into a NATO-Russia confrontation. Maybe the Middle East catches fire with it. Maybe China sees an opportunity in the Pacific. Maybe government borrowing explodes, energy markets go nuts and confidence in the dollar-centered financial system begins cracking.
Don’t wait for CNN to announce:
BREAKING NEWS: AMERICAN ECONOMIC ORDER OFFICIALLY COLLAPSING.
That’s not how this works.
Watch the money.
Central banks begin accumulating more gold.
Foreign governments quietly diversify reserves.
International trade gets settled in currencies other than dollars.
Investors demand higher yields to buy American debt.
Corporations build their next factory somewhere else.
Wealthy Americans begin moving more assets overseas.
Nothing dramatic happens.
And that’s exactly the point.
In Part II, we watched scientists, engineers, doctors and entrepreneurs.
Those people can leave.
But leaving is inconvenient. You need visas, jobs, houses, schools, passports and an explanation for your wife as to why the family is suddenly moving to Singapore.
Money doesn’t have that problem.
Money can leave Tuesday afternoon.
And capital has another interesting characteristic: it tends to move toward opportunity and away from perceived risk.
That’s why I’d watch it before I’d watch unemployment statistics.
If the world’s sophisticated investors continue pouring money into America during a crisis, that tells us something.
If they begin quietly moving it elsewhere, that tells us something too.
Neither proves collapse. Markets can be wrong, governments can hedge for mundane reasons, and individual capital flows are noisy.
We’re looking for the pattern.
There is historical precedent.
Before America had the world’s dominant currency, Britain did.
Sterling didn’t suddenly explode one Tuesday and disappear.
British relative economic power weakened through two world wars. Britain accumulated enormous debts. American industrial and financial power grew.
Then came Bretton Woods in 1944.
The conference didn’t magically make America powerful.
It put paperwork around a reality that already existed.
America had the factories.
America had the capital.
America had much of the monetary gold.
America increasingly had the talent.
The money had already voted.
The diplomats eventually wrote it down.
So if we’re looking for early warning indicators of the next great geopolitical reset, don’t just watch Russian tanks, Chinese ships or Iranian missiles.
Watch Treasury auctions.
Watch gold.
Watch capital flows.
Watch where companies build factories.
Watch where billionaires establish residency.
Watch what currencies countries increasingly use when nobody is forcing them to use dollars.
Because my old boss may have understood grand strategy better than he realized.
The generals get the history books.
The tanks get the photographs.
The missiles get CNN.
But eventually somebody has to determine whether the operation is legal.
And somebody else has to write the check.
People vote with their feet.
Money votes first.
And if enough money begins voting against you, eventually the people may follow.
