Trump, Zelensky and Peace in Ukraine

The recent meeting between former President Donald Trump and Ukrainian President Volodymyr Zelensky highlights several key diplomatic and strategic concerns. While the meeting itself was significant, the decision to hold an Oval Office press conference was a mistake. The diplomatic efforts and negotiations should have been held behind closed doors. This is particularly true when there is an underlying difference of opinion as there is between Trump and Zelensky.

Trump’s perspective on U.S. aid to Ukraine is rooted in a belief that the billions of dollars sent to a European nation offer little direct benefit to American interests. For Zelensky, Ukraine’s fight is not solely about national survival. He sees Ukraine as the frontline in defending international norms as well as Europe and the West from Putin’s expansionism—shedding blood and sacrificing not just for its own survival, but for the security of the entire region. These conflicting views framed the discussions and made public diplomacy a risky approach, as it exposed their differences rather than fostering unity behind the rare earth minerals agreement.

A significant and understandable issue raised during the meeting was Zelensky’s insistence on security guarantees as a prerequisite for any ceasefire.

Russia has systematically violated multiple agreements that guaranteed Ukraine’s sovereignty and security. By annexing Crimea in 2014 and later launching a full-scale invasion in 2022, Russia directly breached the Budapest Memorandum, which pledged to respect Ukraine’s borders in exchange for nuclear disarmament.

Russia also violated the 1997 Friendship Treaty, which committed both nations to mutual territorial integrity, and the Minsk Agreements of 2014 and 2015, which were intended to establish a ceasefire in eastern Ukraine but were undermined by Russia’s continued support for separatists. Additionally, Russia disregarded the Black Sea Fleet Agreements by using its naval presence in Crimea to seize the peninsula. These repeated violations reflect an established pattern of Russia disregarding diplomatic agreements, fueling Zelensky’s insistence on security guarantees.

It was with this history in mind that Zelensky questioned JD Vance about the effectiveness of trying to be “neutral” between Ukraine and Russia.

From Trump’s perspective, he is simply trying to broker a deal that will, at the very least, temporarily end the war. He isn’t going to publicly criticize Putin while attempting to bring about a negotiated settlement. Trump also believes that the best security guarantee currently available to Ukraine is to strengthen its economic partnership with the U.S.

Beyond the immediate diplomatic discussions, the Trump-Zelensky meeting also carries broader policy implications. One of the most concerning lessons from Ukraine’s experience is that nations may conclude that the only way to ensure their security is by developing nuclear weapons. Ukraine voluntarily gave up its nuclear arsenal in exchange for security guarantees that have since proven unreliable. This precedent could encourage other nations to develop their own nuclear capability, fearing that diplomatic assurances are insufficient to deter aggression.

Despite these tensions, the potential for a rare earth minerals agreement between the United States and Ukraine still exists. Let us hope that in the face of high-stakes diplomacy, cooler heads will prevail and the agreement will be salvaged.
