James Madison and the Tyranny of Factions
Before political parties had names, James Madison was already worried about them. In Federalist No. 10, Madison addressed what he called the most dangerous threat to liberty in a democratic society:
“By a faction, I understand a number of citizens… who are united and actuated by some common impulse of passion… adverse to the rights of other citizens or to the permanent and aggregate interests of the community.”
Sound familiar?
Madison knew that factions—what we now call parties—would always emerge. People naturally gather with others who share their views. But he also knew that if one faction gained too much power, it would ignore the public good and govern only for itself.
To protect against this, Madison advocated for a large republic—a system of government where competing interests would be forced to compromise. He hoped that no single group could dominate for long.
But Madison’s worst-case scenario was a polarized two-party system, where both sides take turns holding unchecked power, enacting sweeping policies, then being replaced by the other side in cycles of bitterness and revenge.
In his words:
“The instability, injustice, and confusion… have, in truth, been the mortal diseases under which popular governments have everywhere perished.”
He gave us the tools to stop this—checks, balances, a federal system—but he could not stop the rise of partisan mobs who ignore principle in pursuit of victory.
Madison understood that liberty was fragile—and parties were its greatest internal threat.
