In Oregon, if you accidentally spill a cup of coffee on a book written by a black author you have committed either a “bias incident” or a “hate crime.” This is an example the hotline website uses as something that should be reported. If the book was written by a white author, the State of Oregon could care less. The clumsy person will not be put on “The List.”
